That sounds crazy, and in fact, that’s what world powers already do today.” Nations don’t merely exercise sovereignty on land; they exert that sovereignty at sea too in the form of military bases and economic territories. The thinking that goes into Xentus is not about “taking half the world’s territory,” but making blank, unoccupied spaces into systematically organized territory.
In the real world, countries also claim extensive maritime territory. According to contemporary international law, countries exercise rights over the water and resources within a zone of approximately 200 nautical miles off their shores. The United States, China, Japan, Britain, and France maintain military bases far from their larger territories. The Chinese-constructed atolls in the South China Sea are the best example in the real world. They are constructed on top of reefs in the middle of the sea and are transformed into fortified military outposts complete with airports and radar. The U.S. maintains just this sort of thing in the Guam and Wake Island chains. Xentus is just this same model expanded.
Budget-wise, this is actually feasible for a hegemony. If Xentus is rich (which it is), whether it is through its merchants, natural resources, or technological advantage, then it will have no problem with large-scale construction spending. Island construction is expensive, yet so is maintaining aircraft carriers, nuclear subs, and far-flung bases, which are already true of Huggie World countries. Rather than spending all its resources on its mobile forces, Xentus also outlays resources on fixed structures. Ultimately, these islands will prove lucrative through THEIR ability to guarantee shipping lanes, protect resources, and reduce costs for frequent strategic missions.
Development is another aspect. These island groups will not merely serve as fortresses. They will have the capacity to develop into ports, research stations, and even civilian centers. In this manner, what was merely a military area will become a business hub. This has been the case throughout history. Many cities have begun either as a military outpost or a trading post. This is the case with Pearl Harbor, and the reason why Xentus island vision is feasible.
"Owning the world” may seem like what HXentus is doing, but trust me, this is merely an extension of reality. Powerful nations reach out to affect, protect routes, and change areas of nothingness or conflict to designated regions controlled by them.
